The "Research Report on the Development of Science and Technology Human Resources in China (2020)" points out that in the past decade or so, the age structure of science and technology human resources in China has continued to remain younger. As of the end of 2019, among the vast majority of technology human resources who have received higher education in the field of technology, technology human resources aged 39 and below accounted for 73.89%, while technology human resources aged 50 and above only accounted for 9.94%.

In the era of digital economy, an important criterion for evaluating the efficient operation of technological innovation is whether it can play the core role of young technological talents and stimulate their innovative and creative vitality.

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China pointed out the promotion of integrated allocation of key fields, projects, bases, talents, and funds. We need to design and organize projects and base construction based on the core role of talent. To establish the position of talent as a center for scientific and technological research and development, organize scientific and technological planning projects, tasks, and carry out the construction of major scientific and technological innovation bases around the role of talent, and highlight the role of talent as the main body.
